WHAT I REALLY THINK
ABOUT BILL CLINTON
DearNVN:
Hello, my name is .lames Drake, and I'm a
homosexual. But thal is 00( the issue here, the
issue is Bill Cli n101L Our newly elected President
of lhe United States.
Well it has been several days, since Cli n1on
was elocled President. and believe me. I "ish tha1
it would have never happened !
Sure. he says th.it he's ioing to back gays and
lesbians, 001 only in civilian life, but in military
life as well. How do we know that he is? We
doo·t!
Clinton already knows bow legislations and

have put some of our money, 10 get Clinton into
the White House
Therefore he owes us something, something 10
show us that he's goooa do something. But be' s
ll(i, because C.oogress is going to over-ride all bts
decisions!
People are so damn gullible, promises can be
broken. wake up and smell the roses people. 11

and w-.ut to see whal Bill Clinton is going to do'
When someone says that lhcy' re going to do

when someone says tha1 1hey' re going to do
something and hasn' I already done il, U,at is
another thing.
And I believe that Bill Oinlon isn' 1going to do
a damn thing!
Everybody IS going to wonder why lhe)'

Wbeo I really wasn't trying 10 argue. I was
trying lo get a point across. That Bill Clin1on 1s

This is also why J' m nOI a regis1ered vOlcr.
Why'!
What's the use of wasling my time on
stupidity, when I can be doing something for gays

This is what I think abo1d Bill Clinton, and

HIV INFECTION: A Game of Tag?
What arc some of the pitfalls Uiat gay men in
their twenties face as they struggle through their
coming out experience and seek 10 rtlld a selfidentity which they can lo,·c and respect. and
protect from HIV. Personally. I realiw that I
became infected with HlV not because of a lack
of knowledge on the use of a condom but the
subconscious and cultural atmosphere that
entwines our lives•• young gay men.
Tbe fol.lowing is a candid look at some of the
factors thal played a part in my becoming infected
in my early twenties.
I . Positive self image?
Society has given young gay men a selfimage problem th:1t they need to address. Until
tbey come to love, respect, ard see value in their
lives, how earnestly will they seek to protect
those lives from HIV?
2. Drugs and alcohol?
We must. of course. acknowledge that drugs
and alcohol reduce inhibitions and in some
im;lances allow us to auain high!r sexual impulses.
Use or not of these substances is net my question,
but reali.z.ing the inability to make rational. safer
sex decisions while Wldcr their influence. Looking
bock, many times I rcposilioood my own per.iooal
boundaries after a few drinks. a hit of poppers,
etc.. etc., etc.
3. Control in the bedroom?
Top,bottom and passive-aggressive describe
the giving and taking of control in the bedroom.

S. Pornography?
Pornography has a profound impact io gay
men's culture and their sexual practices in the
bedmom. Only recently have video fan1asies
started to introduce safer sex practices. What is
the effect of stimulating ourselves with video and
pictorial images. having intercourse. etc. wi!hout
using a coodom? HIV is reality ard seldom rears
its head in fanlllSy.
6. Practically prepared?
Simply put, if condoms and lubricant are oot
available where and when sexual activity is going
to lal<e place, it can't be used. Condoms and
lubricant in a bed side table is a great idea, blll are

locker rooms, hotels, etc., etc.? In the heat of
passion, if these items are no1 readily aoo:ssible,
will you proceed without?
7. Strangers?
In one night stands we certainly have no
emotional tics. so how can we expect our partners
to have deep concern for our safety'! In reality, it
is often every man for himself. Assume
everybody's HlV positive. Remember, the world
has its share of weirdoes. Imagine being on the
receiving end of anal inlercourse with someone
you met only hours before and agreeing for them
not to use a condom by saying, "Just doo'l come
inme."
8. lrll'incibility?
rm very surprised at how many gay men I
meet for which I am the first person they ha,·e
known to acknowledge that he has HIV/AIDS.
So ollen the thin~ we see in the headlines and on
television never directly impact our lives in a

9. Oral sex debate.
Are most i•Y men using condoms while
having oral sex'/ No! Why? Let's look at some
tlleories. "Well, as long as he doesn't ejaculate in

our sexual lives?
11. Disclosure?
Is it OK to ask Ire other person. "Arc you HIV
positive?" Would yoo tell the truth if somebody
asked you? Do you even know? How long ago
were they tested? How many sexual partners
have they had since'/ Is there sucb a thing as one
hundred per ceot safe? Do they bave a
responsibility to inform me of their status? By
their silence do u,ey imply that they are OK'/
What about the theory to treat everyone as HIV
positive and act accordingly? Our culture has yet
to define a moral and ethical responsibility that
has been accepted as the norm when it comes to
HIV disclosure. The best thing I can say is doo't
risk your life on it.
12. Male ego.
We as men in this society have been
encouraged to think the more the merrier when it
comes to the conquest of sexual partners. Need I
say more about how fllV rides on the ooot tails of
this idea?
13. Condom breakage?
Dotheybreak? Yes• l'vchadtwoiocidents
in the past eight years. One of the flaws in usage
that I have seen most is thinti1lg that a thin latex
condom will last through a half an bout or more
of vigorous use.
14. Sexual addiction?
What is it? How many of us are willing to
cornpronuse safety factors in order to satisfy
momentary wants? A therapist sympathetic to
gay concerns could be helpful in addressing this,
therefore gaining control over possible HIV
infection.
15. Our forefathers.
As young gay men in society. who is helping
11~ set our boundaries when it comes to our sexual
practices? Our biological fatheJS? In n,o,;t ~ .
no. Our fathers ha1•e a difficult time dealing with
our se,-cual identity, let alone ha,•ing graphic
discussions about our sexual practices. We mUSI
then turn to gay men in the decades who preceded
us. An: tJ,cy being shining examples to teach the
way? In most cases, no. HIV didn' 1 necessarily
exists in the world of their youth.
16. To test or not.
A worst case scenario. "I haven' t practiced
safer sex consistenlly in the past, maybe I'm
already infected? I don' t "ant to know. J' II
continue taking risks while keeping my fingers
crossed."
Or, "l jUSI had my six morih check 'T-came

The state of Oregon has been a pre.ssu1e
oookcr in the months leading upto the November
3rd election. because of the showdown rega!ding
anti-gay Measure 9 . Measure 9 is an outgrowth
of earlier events in Oregon. ln 1988. the OCA
(Oregon C itizens Alliance. an ultra right
fundamentalist group) sponsored Ball()( Measure
9 , which overturned then go,·ernor Neil
Goldschmidt' s executive order banning
discrimination ag-.iin!.1 state employees based on
sexual orientation. ln 1991 tt-c city of Springfield
passed a municipal ordinance similar to
Colorado's Amendment 2. The OCA had the
same measure in other municipal elections. but it
failed. Through the stale" s iniliative process.
although it took two auempts, the 00\ was able
to get l\tea.,ure 9 on the oollot.
Following is the summary in our voters·
pamphlet (the largest ever in Oregon) regarding
Measure 9 :
Amends Oregon O>nstitution.
All
governments in Oregon may not use their monies
or properties to promole, encourage or facilitate
homosexuality, pedophilia . sadism , or
masochism. All levels of government. including
public education systems. must ru.sist in setting a
standard for Oregon· s youth which recognizes
that these "behaviors" are "abnonnal. wrong,
unnatural and perverse" and that they are to be

status. affi!Ol3tivc action or through similar
concepts."
The OCA wanted to include necrophilia in
this proscriplion also, but the state would not
allow tb.,t.
Under theC;{planatoi,• sectioo of the measure
this was elaborated fwtbcr- t!-c citizens have a

examples of what would be challenged are Uie
expenditure of public funds either directly o r
through the free use of government property for

lesbians in its focus. for rallies or ]Xlrndcs. such as

children or youth if that person publicly promo«:s
or facilitates homosexuality, pedophilia, sadism

which the OC,\ is willing to go to pursue their
mean-spirited ideals.
Tlie OCA followed this up with ,1atewide

with newsletters that attempted to lie in

homosexuals arc lt}ing to recruit young people
and how the schools promote homosexuality.
I'd like to share with you some of Uie events
during the time of Measure 9, some traic, some
enlightening. some absurd and some JUSl plain
crazy.
ln September the homeofa black lesbian and
ocr white male gay roommate in Salem was firebombed lloth were killed. The suspects in the
case are two white supremacist~ and two of tocir
f riend5.
A lesbian woman was a,,....aulted at an OCA
[unction by an OCA official. She had been
invited to auend, although lhc OCA had not hecn
aware of her scx...J orientation. The case wem to
trial and the OCA official was found guilty and
oroered to pay $30.000 in restitution. The OCA
is appealing this dccL<tion.
There were break-ins a t one of the group•
opposing t he ballot measure. at Portland' s
Metropolitan C,,mmwuty Chun:hand at a Catholic
church, where graffiti was spray painted
denouncing various minority groups.
Along with this terrible sluff going on wen'
woodelful things too. All of the major candidates
from Oregon. regardless of political affiliation

The board of directors of lhe NA.\lliS Project Fowxlatioo 8DOOWJCed the seleetioo

the giant AIDS Memorial Quill.
.
"Anthony Tumey is the slcillful, Siron$ and caring individual needed to continue !he
vital ouss1on of the NAMES ProJect at this unportant crossroads m the AJDS pandemic,"
said Boord President Geoffrey Woolley. "Because of lhe NAMES Project's highly-visible
role in the ficld of AIDS awareness. we looked beyond the neec.ssi1y for someone with
proven calent in administMion to the need for someone who could help lead a mo•·ement
roward further educatioo, WldcrsL1nding and compas.~ion regarding AID.5 issues."
"I am extremely honored and gratified by my seleeti<>n." said Tumey. "On a very
pmooal level. I know and understand the healing power that comes from makino a memorial
panel for a loved one. Thal opportwtlty must always be a,•ailable to anyone,
as long as
lhis pandemic oontinues. Our challenge is to explore ()tbcr uses for lhe Quill which will be
equally as powerful. The NAMES Project has tremendous potential for the education and
